Contracted to establish the Data Administration Function and lead a team of 400+ professional developers and programmers, metadata architects and OS/VS/DB/DC Data Dictionary environment. The Florida Department of Health and Rehabilitative Systems set process requirements at 7 million transactions/ hour at peak usage. Frequent crashes were common prior to my assuming HRS Data Administration Function. Used UNISYS and IBM platforms with dual storage and process capabilities supporting Data Administration Functionality. Effected OLTP and OLAP handling of diverse data types and metadata messaging operations of nano-transaction rates annually (MTBF=Six Sigma certified).
Developed Best Practices for FLORIDA Front and Back end processing of captured data and metadata. Interacted with vertical and horizontal clients to establish systems requirements for projects. Responsible for all Data Administration including Systems and Programming of FLORIDA. Responsibility for takeover/ restructure of stability and functionality after an EDS fiasco. Participated in the early GUI development for State of Florida(HRS and Governors( Lawton Chiles) Offices). Conceived, researched, wrote and taught courses on the evolution of metadata management. Recommended, negotiated, consulted re implementation of ROCHADE comprising 5000+ objects. Integrated 6 million lines of programmed code, applications and systems co-resident on UNISYS, IBM, SYBASE, IMS, DB2, ORACLE.
